We recently looked at some of the history of the Synovus Center construction project on CSU's main campus. That post reported that the $8,200,000 in state funding for the project was allocated in the 2024 Fiscal Year Budget, with the project being described as a building envelope renewal. According to Google AI, a building envelope is the physical separator, or barrier, between a building's interior and exterior, encompassing the roof, walls, floors, foundations, windows, and doors, as well as systems for managing water and air. Its primary functions are structural support, controlling the transfer of heat, air, water, light, and noise to ensure the building's durability, energy efficiency, and the comfort of its occupants. Below are CSU's Major Repair and Rehabilitation (MRR) project requests for Fiscal Year 2022, one year before any of the budgetary allocations pertaining to the Synovus Center project that are discussed in prior posts here at Turner Business. As indicated below, line 10 includes a request to "Remediate Building Envelope, Synovus Center for Commerce & Technology (Ph 1 of 3)" in the amount of $250,000. Next, line 14 includes the Phase 2 portion of this request, representing an additional $250,000. Lastly, line 20 requests another $250,000 for the Phase 3 portion of the request.
Below, the MRR project requests for Fiscal Year 2021 are shown. On line 8, a request for $210,000 for restoring the Synovus Center's envelope waterproofing appears.
